Pursuant to Chapters 91 and 92, Hawai'i Revised Statutes, the County of Hawai'i, Department of Environmental Management ("Department") hereby provides notice of Public Hearings to all persons interested, regarding the proposed adoption of administrative rules entitled "Rules Relating to Plastic Bag Reduction" ("Rules"). The proposed draft Rules establish administrative guidelines, requirements, regulations and procedures for the Department's implementation of County of Hawai'i Ordinance No. 12-1 amendments to Chapter 14, Hawai'i County Code, entitled "Plastic Bag Reduction". The purpose is to reduce the use of plastic checkout bags and encourage the use of more environmentally preferable alternatives such as reusable bags.
