County of Hawai‘i Public Facilities are comprised of two (2) landfills and twenty-one (21) Transfer Stations. These sites are conveniently located island-wide and their directions and locations can be viewed on our Solid Waste Public Facilities Map.

HOURS OF OPERATIONS:

Closed Thanksgiving Day, Christmas Day and New Year's Day.

  1. South Hilo Sanitary Landfill (SHSL):         6:30 a.m. – 4:15 p.m.
  2. West Hawai‘i Sanitary Landfill (WHSL):   7:00 a.m. – 4:15 p.m.
  3. All Residential Transfer Stations accept residential self-haul rubbish at no charge (no commercial or farm waste allowed):

New Hours of Operations at Transfer Stations - Effective December 1, 2009

The Hawai'i County Department of Environmental Management reduced the operating hours and days at County Solid Waste Division Recycling and Transfer Stations (a.k.a. Solid Waste Transfer Stations). [Media Release]  This change impacted the operating hours and days for associated on-site HI-5 Beverage Container Redemption Centers and Reuse Centers. The new hours and days of operation are provided in the Solid Waste Division New Hours Flyer and took effect on December 1, 2009.  Update:  New Extended Commuter Hours of Operations Added effective December 15, 2009.  In an effort to accommodate early morning commuters, the Department of Environmental Management implemented early openings at select County Solid Waste Transfer Stations.

In addition to improving the management of these County Solid Waste Division facilities by increasing the presence of County staff at each facility, the Department implemented this reduction in operating hours and days to reduce facility operating costs.  Cost savings are particularly important now in order to address County budgetary constraints and the increased costs associated with Solid Waste management.  This increase stems from two (2) factors.  Firstly, Solid Waste rules and regulations require the supervision and monitoring of materials accepted at County Solid Waste Division facilities to protect public health and safety, as well as to keep hazardous or other prohibited materials from being disposed at County Solid Waste Division facilities.  Secondly, in accordance with the County's waste management plans and goals, the County is working to maintain and expand sustainable waste management programs including two (2)-Bin recycling, organics diversion, household hazardous waste collection, reuse centers and recycling of vehicles and appliances. These programs are intended to further the County's progress on the path to "Zero Waste".

Please download a copy of the Solid Waste Division New Hours Flyer and keep it as a handy reminder of the changes to our hours of operation.  Or you can ask your friendly Solid Waste Transfer Station Attendant for a flyer on your next visit to our facilities.  Check to see if your Transfer Station's hours changed and whether an adjacent Transfer Station may offer more convenient hours to fit your schedule.  On it you will also find alternatives to minimize the impact of the change in hours.  For directions to alternative Transfer Stations click on our Map & Directions to Solid Waste Division Facilities.

RULES FOR TRANSFER STATIONS:

A. GENERAL RULES:

  1. All materials shall be deposited directly into the container. Waste disposed of outside of the containers constitutes illegal dumping.
  2. Burning refuse is extremely dangerous and is not allowed.
  3. Scavenging is not permitted.
  4. The County expects recycling of green waste whenever possible including shrubbery, palm fronds, tree cuttings & grass clippings at the Green Waste Recycling Facilities located at the Hilo & Kealakehe/Kailua-Kona Transfer Stations.
  5. Scrap Metal including white goods (refrigerators, stoves, etc.) are expected to be recycled at either the Kealakehe/Kailua-Kona or Hilo scrap metal sites, or a designated bin at specific Transfer Stations, and must not be put into Transfer Station refuse containers.

B. PERMITTED MATERIALS:

  1. Household refuse, residential do-it-yourself construction and demolition not exceeding 4 feet in length, soft compactable bulky items (mattresses, stuffed chairs, and couches) and residential self-hauled green waste.

C. PROHIBITED MATERIALS:

  • Prohibited materials shall include all commercially hauled rubbish, garbage, swill or refuse, prohibited materials as defined by the State Department of Health, refuse generated by a business, Federal or State agency, religious entity or nonprofit organization.
  • No abandoned vehicles. (Must be taken to the County facilities located adjacent to the Kealakehe/Kailua and Hilo Transfer Stations.)
  • No tires; including cut, sliced, chipped or shredded.
  • No wastes from manufacturing, industrial or agricultural processes. No hard bulky items, such as hide-a-beds with metal frames.
  • No materials from either commercial/business construction or demolition work.
  • No asbestos waste. Asbestos waste accepted at West Hawai’i Sanitary Landfill only (contact Waste Management @ 886-0940)
  • No dead animals, animal parts or other similar organic wastes. Disposal at landfill by appointment only, please call 936-8631 (Hilo) or 886-8059 (Pu‘uanahulu).
  • No hazardous or radioactive wastes including fluorescent light bulbs, batteries, and e-waste shall be thrown down the chutes.
  • No landscape contractors or commercial haulers of residential greenwaste materials. Take to designated greenwaste facilities.

D. PENALTIES: Violators may be subject to fines up to $500 and a minimum of 20 hours of public service.

E. NO COMMERCIAL REFUSE, COMMERCIALLY HAULED RESIDENTIAL WASTES OR COMMERCIAL HAULERS ALLOWED! Please see rules for LANDFILL DISPOSAL below.

A. GENERAL RULES:

LANDFILL DISPOSAL PERMITS:

  1. Required for commercial disposal of waste at both the SHSL in East Hawai‘i and at the WHSL in Pu‘uanahulu.
  2. Landfill Disposal Permit Applications available at the Department of Environmental Management office at the Puainako Town Center.

DEAD ANIMALS, ANIMAL PARTS or SIMILAR ORGANIC WASTES; MEDICAL WASTES and OTHER SPECIAL HANDLING WASTES:

Disposal at landfill by appointment only, please call 936-8631 (Hilo) or 886-8059 (Pu‘uanahulu).

  1. We accept checks and credit cards with proper identification. Sorry, we do NOT accept cash.

D. Please remember to recycle all recyclable materials (Scrap Metal, Greenwaste & Other recyclables) prior to entering the landfills. Do not mix loads destined for recycling and the landfill.
